Helder Fialho Jesus
Helder Fialho de Jesus is a researcher and professor in the Military University Institute, in Lisbon, and served the Navy for over thirty years. He specialized in Communications and Electronic Warfare and holds a Postgraduate degree in Information Systems. He also completed the Leadership in the Global Societal Security Programme (Swedish Defence University) and is a National Defense Auditor (Instituto do Defesa Nacional). At a national level, he has held several leadership positions, including Chief of the Armed Forces Cyber Defense Center (from 2017 to 2020), Director of the Navy Communications, Data and Cipher Center (from 2015 to 2017), and leader of the team that prepared the Cyber Defense Capacity Development Plan. He was also a member of the National Cyberspace Security Strategy team. On the international front, he was the first Portuguese representative to the Steering Committee of the NATO Cooperative Cyber Defense Center of Excellence (CCDCOE) in Tallinn, Estonia. He was also the National Lead of the NATO CWIX exercise (2018-2019), which is NATO's largest interoperability exercise. From 2009 to 2012, he has a commission in NATO, at SHAPE, in Belgium, in the Division of Communications and Information Systems for Military Operations. He has participated in some seminars and conferences as a speaker, with the last being C-Days 2023 in Porto. He also collaborates with various entities, providing lectures on topics such as Cyberspace and Hybrid Threats, including IUM, IDN, ISCSP, FCSH-NOVA, UAL, and CIIWA. He is currently a candidate for a PhD in International Relations at the Faculty of Social and Human Sciences (FCSH) of Universidade NOVA de Lisboa, on Security and Strategy studies, with Cyber Defense as his theme. He is particularly interested in subjects such as Cyberspace (Governance, Operations, Cybersecurity), Hybrid Threats, and Leadership.
