João Vinagre
João Vinagre is a researcher at the Joint Research Centre (JRC) of the European Commission, where he integrates the team of the European Centre for Algorithmic Transparency (ECAT). His research is focused on recommender systems, under perspectives relevant for the European Strategy for the Digital Economy, with emphasis on the Digital Services Act. He received his PhD from the Univesity of Porto, having focused, in his PhD project, on recommendation algorithms capable of learning from and adapting to continuous flows of data, as well as methodologies to evaluate and monitor such algorithms in real time. Before his current occupation, he was a researcher at INESC TEC for 12 years, where he participated and led multiple national and international projects involving recommendation and machine learning. Between 2018 and 2022, he we an Invited Professor at the Faculty of Sciences of the University of Porto. Before research, he had experience in the industry as software developer, system administrator, project manager and enterpreneur.
